If once the drivers were perceived negatively, it seems that GetTaxi succeeded in changing something in their image, and has shown that they are a little more human than they were once perceived. However, while this was happening, it seems that at GetTaxi they forgot that they too need to treat their drivers appropriately.A close look at the company's recent activities reveals aggressive conduct that does not leave many options for its 1,500 drivers This includes policies that harm the drivers'short-term income, and the purchasing of supplementary equipment using drivers' money without prior consultation.The last blow-up between the company and the drivers was earlier this month, when the company decided to cancel the NIS 5.20 reservation fee. This is a fee that has existed for years in the market, but is not based on any law or Transportation Ministry policy that states that this fee should be applied to reservations. GetTaxi attempted to appeal to passengers and reduce the fee, but without consulting drivers.One of the drivers, "Alef," who asked to remain unnamed, said to "Globes" that "If it was important to them to appeal to passengers, then they didn't have to dump it all on the drivers, they could have done 50 percent. They could have negotiated with us."Instead, the GetTaxi cab meters announced without warning one day, the cancellation of the reservation fee to the drivers, without giving drivers any choice in the matter. The drivers said that anyone who chose not to accept the policy could no longer use the GetTaxi dispatching service, and could not receive fares.Some of the drivers continued to charge the fee, but the company promised to refund its customers, and rushed to crack down on those drivers, some of whom were then forced to leave the company. According to Alef, "as soon as they know who charged the fee, they turn off his unit."A loss of NIS 780 per monthThough at GetTaxi they are trying to persuade drivers that the cancellation of the fee will attract more passengers, and more work and income for the drivers, others look at the cash-in-hand and see it as a loss of income. Alef explained that the average driver has about 150 fares per month. "Multiply that by NIS 5.20 and you get a loss of the NIS 780 per month."Another driver explains that "The average fare on GetTaxi is about NIS 27. Now deduct the NIS 5.20 reservation fee from that, VAT, dispatching fees to GetTaxi, gas, and maintenance, and the driver is left with less than NIS 10 for a single fare."One of these drivers recently filed a complaint against the company through the law offices of Adv. Eddie Blitshtein. "This is not a process that was carried out innocently. They did not notify the drivers in advance, and they did not give the drivers time to switch to another company," he says.The company hurried to launch a PR campaign on Facebook and via other channels to advertise the move, despite the fact that quite a few drivers were still bitter about it.The drivers' feelings on the matter were expressed in a recent decision to launch a work-to-rule, where some drivers disconnected their GetTaxi devices for a limited time, in order to reduce the number of available taxis the company has to offer. The drivers recently decided to meet, in 迷利倉rder to protest the company's actions, along with the Blitshtein. This was complicated in and of itself, as GetTaxi is a virtual station, and the drivers do not know each other.Some of the drivers decided to set up a protest group on Facebook, but here, too, GetTaxi had the upper hand.According to Blitshtein, GetTaxi approached Facebook -- on which it is a major advertiser, by Israeli standards -- and asked that group page be removed. Facebook obliged.Alef says, "They fired me because I protested and I opposed them on Facebook. Their Drivers' Department called me and said: 'You are no longer entitled to work for us. Come in on Sunday to return your GetTaxi unit.'"They charged NIS 250 for shirtsReservation fees were the straw that broke the camel's back, but it is not the only issue about which taxi drivers are discontent. A few months ago, they deducted NIS 250 all drivers' pay, with no prior notice. When the drivers inquired about the deduction, they were told it was for five polo shirts with GetTaxi logos.GetTaxi wanted the drivers to wear the shirts, but lacking a formal employer-employee relationship, it could not force them to do so. Thus, they deducted the amount from the drivers' pay and refused to return it, without consulting them, without asking how many shirts each driver needs, and all this at a high-price per shirt -- relative to the production cost of such a shirt.A similar incident, though a less expensive one, took place recently when the company charged each driver NIS 39 for a split smartphone charger. The company wanted the drivers to offer passengers the chance to charge their phones during the ride, despite the fact that drivers have car chargers, and despite the fact that this is a high price relative to the prices of splitters and chargers in stores and online.NIS 130 for a walkie-talkie phoneGetTaxi's questionable conduct vis a vis its workers does not end there. According to Blitshtein, the company decided to charge each driver a monthly fee of NIS 130 for a walkie-talkie phone that was to be installed in the taxi, and would enable inter-organizational communication.The intention was for drivers to be able to report technical problems with the GetTaxi billing system, or to speak with the company's customer service hotline. However, according to Blitshtein, as more drivers joined, it became increasingly hard to reach the dispatchers."Moreover, today there are unlimited cellular packages that cost 50 or 100 shekels, so why do they charge more than this? 九二一大震中損毀的霧峰林家古宅,mini storage經政府投注七億多元重建修復,昨天首次對一般大眾開放,一早就吸引許多聞風前來的民眾參觀,古宅精巧的建築工藝,讓參觀者驚歎連連。「這次開放是一個起步」,台中市文化局長葉樹姍表示,樂見林家後代同意開放參觀,希望往後能從實務中累積經驗,讓更多古蹟展現在國人面前。占地達六公頃的霧峰林家宅園,從清朝同治年間至今近一百五十年,是清朝台灣中部最大的士紳家族宅第,保存完整,一九八一年被列為國定古蹟;九二一大地震時,大花廳、宮保第、草厝等建築應聲而倒,五桂樓也只剩三面牆,損害嚴重。霧峰林宅分為頂厝、下厝,經文化部及台中市文化中心協調後,昨起每個周日局部開放,讓更多民眾以預約方式入園一睹古宅第的風貌,昨天第一個周日,一早預約的民眾已在下厝的本迷你倉厝前等待,由下厝管理委員會人員叫號,四十人一個梯次入內參觀,並有專人導覽。除了下厝管理委員會安排四梯次的民眾參訪外,霧峰林家後代另組的大花廳管理委員會,也安排八個梯次入園,林宅昨天一整天熱鬧不已,以往寂靜的巷道人聲鼎沸。八十八歲的李景順由女兒和女婿陪同,專程從台北南下參觀,透過志工的導覽,參觀者都感受古蹟的意義,感嘆這座古宅第真大、真美。北京市文物局副局長向德春也透過林家後代安排來訪,與台中市文化局長葉樹姍巧遇。葉樹姍特地請教北京對古建築的維護保存經驗,向德春說,台灣每一個地方都很有特色,也有不同的古蹟維護作法,希望往後能進一步交換經驗。來自上海,目前在逢甲大學就讀的金嘉偉,和同學一起前往參觀,她說,透過預約,大家有秩序地入內聽解說、看古蹟,感覺很親切。文件倉

□本報記者 曹乘瑜2013年以來上證指數雖然下跌了2.5%,mini storage其間卻孕育了一個精彩紛呈的結構市。對於擅長尋找成長股的泰達宏利投研團隊而言,這是一個收穫的季節。 今年以來,泰達宏利的投研團隊牢牢把握住了市場機會,旗下9只主動股票型基金平均為投資者貢獻了26%的回報。其中,泰達宏利紅利先鋒股票、泰達宏利首選企業股票、泰達宏利成長股票的收益都在30%-40%。泰達宏利基金投資部副總經理、泰達宏利首選企業股票基金的基金經理吳俊峰介紹,泰達宏利在成長股投資框架下,基金經理和研究員形成了一套共同語言,而團隊長年穩定的合作,又形成了研究成果共享、研究能力互補的機制,能夠及時有效地調整股票組合,最終為投資者帶來了豐碩成果。市場風雲變幻。泰達宏利成長基金的基金經理鄧藝穎認為,清晰的投資思路是成功的關鍵。每隔一個季度,她都會對行業景氣度的排名進行調整。在她看來,消費電子行業成長的爆發性已經明顯減弱,而文化傳媒則進入了一個發展的大周期。因此,她下調了前5月市場表現熱火朝天的消費電子行業的排名,提升了傳媒和軟件的排名。即使是在撤倉位換品種的四季度,她依舊把剩餘倉位重點配置在這兩個強勢板塊上。“突出重點、重視結構,就是四季度的特色。”她說。對於泰達宏利投研團隊來說,四季度的各種不確定因素,反而是機會。當然,在這個過程中,也得有進有退,有勇有謀,步步為“贏”。成長股投資並非行業性投資2013年,成長股成為創業板的代名詞。但進入8月以來,成長股調整則成為懸在創業板之上的達摩克里斯之劍,投資界的恐慌如潮水一般一浪接著一浪,創業板越是震蕩上升,大家的恐懼就越是強烈。然而泰達宏利投研團隊卻絲毫不受困擾。在掌管著3只基金的吳俊峰看來,成長股並不等同于創業板,也不是TMT和文化傳媒,它是一個相對階段性的概念,取決于行業需求的增長階段。“任何行業只要策略得當,找到了新的需求增長點,就一定有成長股,且估值比較高。”吳俊峰說。他認為,對成長股的理解不能太狹隘,一些傳統行業里的企業,如果符合產業結構升級方向、滿足了人力替代需求,也能保證長時間的高增長。如十年前的汽車和工程機械行業,也曾有過需求高速增長的階段,但是當需求達到一定程度之後,就可能變成一個純周期企業。在這樣的理念下,泰達宏利的成長股投資並非行業性投資。以吳俊峰參與管理的泰達宏利首選企業股票為例,其投資分散,既有服務類、環保類、新興產業股票,有醫藥、乳製品等防守類股票,也有傑瑞股份等傳統設備行業的股票。經過長期投資成長股的經驗沉澱,泰達宏利團隊在培養研究員尋找成長股時,已經形成了自己的框架。據吳俊峰介紹,這一框架始于對中觀行業的自上而下分析——判斷行業周期是景氣向上,還是爆發前夜;其次則是定義成長性,對不同類別的成長股“因材施教”。“比如醫藥行業,它正常的增速是每年20%-30%,而且持續性很好,我們敢於重倉;有些概念下的成長股,可能現在盈利不太好,但是行業增速屬於爆發前期,未來空間很大,對這類股票,我們則是另外一套投資辦法,因為短期沒有業績,可能少量參與,密切跟蹤,如果真正需求爆發,那就會配得很多。”吳俊峰說。在這樣的配置方法下,投資組合波動性減少,而少量配置短期沒有業績支撐的成長股,也不會錯過爆發性機會。在這套研究框架的指導下,泰達宏利的基金經理和研究員形成共同語言,並相互理解。對比今年股票業績排名前十的基金公司,內部股基業績差異最小的就屬泰達宏利,其首末名之間僅有27個百分點的差異,即使是收益最少的股基,淨值漲幅也有12%。不過,雖然研究團隊目標一致,但也各有特色。和鄧藝穎一起在泰達宏利工作了8年的吳俊峰表示,團隊長期的合作和研究成果共享機制,使內部業績的平均表現都很優秀。“對成長股的挖掘,你得從上到下瞭解供應鏈,包括客戶都要瞭解,要做到這一點,僅靠單打獨鬥是不可能把所有行業都搞清楚的,於是分工成為必然。你擅長什麼領域,那麼就專注在那個領域,當然也不排斥成果的共享。”吳俊峰說,“比如我對醫藥沒有鄧藝穎熟,那麼在配置時,我就會參考她的意見。而我熟的行業她也會參考我的意見,這就是互補和共享。我們每周都會有討論會,大家把心得和新的跟蹤情況進行共享,經過討論形成結論,這樣對股票的調整是很有幫助的。”依據行業景氣度排序調整配置泰達宏利的成長股分析框架在鄧藝穎的投資思路上體現得特別明顯,她曾在接受媒體採訪時表示,要減少犯錯,首先是要搭上行業的順風車。每過一個季度,她會對行業重做一次景氣度排序,選出排名前self storage的行業,然後在其中挑選個股。2013年初,考慮到醫藥行業在一季度受季節性影響,住院率下降,醫保稅票措施增加,因此行業景氣度下降,於是,鄧藝穎降低了泰達宏利成長對醫藥股的配置,而主要配置了消費電子行業。時隔半年再次接受採訪,鄧藝穎表示,行業景氣度已經做了調整。過去傲居榜首的消費電子行業,隨著智能手機為代表的智能終端的普及,硬件設備創新能力減弱,投資的爆發期已經過去。但是智能終端作為信息的承載平台,相關軟件產業已經進入投資周期。“這個變化從4、5月份開始,到了9月份已經非常明確。”鄧藝穎說,“手游、電商等所有與互聯網業務相結合的板塊,都是非常熱的投資領域。”在鄧藝穎的行業景氣榜上,消費電子目前已經落到第二位,軟件行業排名第一,而並列第一的,還有文化消費產業。在消費電子行業的配置中,也僅選擇智能城市系統集成類個股。“系統集成看起來是硬件行業,但實際上是軟件行業。這些平台搭完之後,上面會有交通系統化管理、醫療信息化管理、食品安全管理等各種軟件應用。”實際上,今年一季度,鄧藝穎已經開始布局相關行業,例如易華錄、銀江股份等智能城市集成平台建設個股,當時尚未進入其重倉的前幾名,“到了9月份,這些想法得到印證,並且非常明確。”二季度末的數據顯示,易華錄已經成為其第一大重倉股,而銀江股份則排名第七,後者今年以來的漲幅達到85%。IPO重�或提供業績提升機會投資成長股不可迴避的問題是成長股是否有泡沫。鄧藝穎看好的傳媒和軟件,也是今年成長股泡沫最集中體現的行業,其中傳媒個股目前平均估值已達到50至60倍。此外,四季度投資者獲利了結的衝動、IPO重�等等,都為投資帶來不確定性。但吳俊峰、鄧藝穎和同事們仍泰然處之。“其實四季度投資標的的選擇非常簡單,這個是四季度的特點。”鄧藝穎說。她認為,傳媒等行業向上的周期盡管還有2-3年,但是過程中肯定會有強勢調整。面對行業的系統性風險,四季度可以降低倉位。而空出來的倉位,可以為明年的投資做布局,例如密切跟蹤四季度制度紅利。接下來,在制度紅利下,挑選成長型公司。鄧藝穎表示,標的最有可能出現在三個區塊上,一是有技術突破的公司,二是進入過去國營領域的民營公司,三是傳統行業中的嫁接型公司。所謂嫁接型公司,就是在傳統行業基礎上整合其他資源,帶來市場上升空間的公司。“如果嫁接的是傳媒、軟件等強勢板塊,就是錦上添花了,這無疑就是配置的重點。”鄧藝穎輕鬆地說。同樣輕鬆的還有吳俊峰。在他管理的3只基金中,有兩只基金的規模在70億至100億之間,配置體量普遍較小的成長股遊刃有餘。“成長股市值已經不小了,對資金的吸納能力很強,而且往往交易活躍,交易量很大,投資上其實不存在障礙。”他說。對於四季度,吳俊峰認為並不復雜。一方面,經濟肯定是長期向下的,因此今年不會像去年12月份那樣出現一波行情;其次,流動性不會太緊張。雖然今年漲幅大的公司會出現獲利了結的情況,但A股總體格局仍然會維持震蕩走勢,成長股仍然會有表現。“其實,創業板指數是一個很好的標的,因為它代表了中國未來最有活力的經濟成份。”吳俊峰說。對於讓投資者普遍談虎色變的IPO重�,泰達宏利團隊的表現卻是躍躍欲試。在他們看來,IPO重�並不是風險點,相反,IPO重�將帶來很多標的。對很多小公司來說,這是業績提升的機會。“不排除將空出來的倉位,用來投資新上市的股票。”鄧藝穎笑著說,“此番將要上市的IPO公司經過這麼多輪的篩查,剩下的應該都非常優秀,IPO重�實際上是給我們提供了非常多的投資標的,而且是優中選優的標的。如果IPO重�趕在四季度,此時大家心態又非常謹慎,不排除某一隻股票就會給我們機會。”由此看來,泰達宏利的成長股投資大戲,依然沒有結束。吳俊峰 經濟學碩士,8年基金從業經驗。現任泰達宏利基金投資部副總經理;2005年5月至8月就職于國信證券,2005年8月加盟泰達宏利基金公司,先後擔任研究員、研究主管等職務;2009年3月27日至2011年3月8日擔任泰達宏利價值優化基金的基金經理,現任泰達宏利市值優選、泰達宏利風險預算、泰達宏利首選企業基金的基金經理。鄧藝穎 金融學碩士,具備8年基金從業經驗,8年證券投資管理經驗。2004年5月至2005年4月就職于中國工商銀行廣東省分行公司業務部職員;2005年4月加盟泰達宏利基金管理有限公司,先後擔任交易部交易員、固定收益部研究員、研究部總監業務助理兼研究員;2011年6月3日起擔任泰達宏利價值優化型成長類行業基金基金經理。迷你倉

喬加偉國內銀團貸款正在告別點對點撮合交易模式。記者最新獲悉,mini storage具備銀團線上籌組、信息管理和統計功能的“銀團貸款籌組及交易系統”將于年內在全國範圍上線。“這個系統之前已在江浙地區試點,我們同行參與度還是挺高的,現在是將這個系統覆蓋到全國。”浦發銀行投資銀行部總經理楊斌對記者稱,該系統主要功能有兩個,一個是提高銀團的組團效率,另外加強信息透明度。2009年,中國銀行業協會根據市場調研、成員單位提議以及理事會批准,開發了銀團貸款系統。銀團系統一期于2012年下半年在江蘇、浙江、上海地區試運行。目前,正在建設中的銀團貸款系統二期項目,擬於今年年底進行上線試運行,覆蓋全國。楊斌表示,通過該系統銀團貸款標準化水平將提高,將為此後該系統推出二級市場交易功能做足準備。“二級市場轉讓是一個方向,有很大的內在需求,商業銀行參與銀團後,可能資產結構需要調整,退出部分行業,都需要轉讓部分貸款。”單個詢價變集中撮合“以前組建銀團貸款,往往是一對一,也就是說,牽頭行會每一家銀行挨著去咨詢參與意願,然後還要一家一家去傳遞資料。”楊斌告訴記者。而通過“銀團貸款籌組及交易系統”,相當于給商業銀行增添了一個統一發佈信息的平台,銀行將銀團項目期限、價格等信息在平台上進行公佈,一次性向所有銀行進行了撮合交易。某種意義上,類似于由單個詢價交易,變成集中撮合,由線下走到線上交易。中國銀行業協會的數據顯示,截至目前,系統上線會員單位總、分、支機構共473個,註冊用戶共646名。各會員單位使用上述系統已籌組完成30個銀團項目,總金額達266.52億元。另外,17個項目正在籌組過程中,涉及金額255.04億元。記者進一步獲悉,正在建設中的銀團貸款系統二期項目,將增添銀團貸款合同登記和債權登記機制,目的是銀團貸款的籌組、登記、交易和結算一體化。除提供交易平台活躍銀團貸款以,系統對監管層而言,無疑將會提高銀團貸款透明度,便利於管控風險。目前該系統只是針對會員單位開放,未來隨著平台活躍度增加、交易成熟,或將進一步對公�開放,進一步監督銀團貸款。“從國內看,銀團貸款仍局限于大企業,未來還將有很self storage成長空間。在信貸規模和宏觀調控約束的情況下,遇到大額度貸款,或者風險較大的項目,都需要銀團貸款。”楊斌表示。銀行業協會最新統計數據顯示,我國銀團貸款餘額由2005年末的0.23萬億元飆升至2012年末的3.73萬億元,今年6月末進一步突破4萬億,達到4.14萬億元,占對公貸款餘額的10.12%。截至6月末,銀團貸款不良率為0.069%,不到同期商業銀行貸款平均不良率的1/10。開�二級市場轉讓雖然我國銀團貸款呈現高速增長趨勢,“但與國外成熟市場比較,國內銀團仍顯得不夠活躍。其中一個原因就是,國內缺乏發達的銀團貸款二級市場,有一定制約。”楊斌對記者稱。近年來銀團貸款呈爆炸式增長,轉讓交易卻仍為罕見。他表示,國內銀團貸款局限于一級市場,從企業角度看,急需用錢時,並不願意一次性同時接觸太多銀行,等待多家銀行協商組建銀團;而在國外,往往是一家銀行將貸款拿下,然後做二級市場分配,這種銀團貸款比例更高。“國內使用銀團貸款往往是大企業,銀行對其瞭解願意貸款,溝通時間、成本較低。而中小企業一般很少參與。”楊斌稱。進一步講,隨著上述系統推廣到全國,隨著整個銀團貸款將統一格式和標準,就具備了二級市場轉讓的條件。不過,障礙也不會立馬消失。2010年,銀監會下發《關於進一步規範銀行業金融機構信貸資產轉讓業務的通知》中要求轉讓的信貸資產應包括全部未償還本金及應收利息。僅從目前操作來看,銀團貸款很難符合這一條件,監管的制約仍需要進一步掃除。近兩年,業界一直在呼籲發展銀團貸款的二級市場,放寬轉讓份額限制、擴大參與主體。即現階段先賦予部分轉讓自由,待市場成熟後可逐步放開按期限分段轉讓,同時逐步引入保險機構、養老基金等機構投資者。“合同文本的規範性、貸款可轉讓性、交叉違約的處理,這都制約著國內銀團貸款的擴張。另外,我國商業銀行規模都很大,一家銀行能夠滿足,往往就不希望別的銀行接入自己的客戶。”一位分管投行業務的副行長對記者提醒道。不過,他也認為,信貸二級市場轉讓,包括銀團貸款,將是金融業務剩下不多的一塊藍海。“我國信貸資產有幾十萬億元,是最大一塊融資,有很強的轉讓動因。”迷你倉

本報訊(記者 于麗爽 通訊員 閆娟)濕地對空氣質量的貢獻有多大,迷你倉最平光憑說印象不深,設立PM2.5監測點,實時公佈濕地環境下的空氣質量數據,能給公�一個直觀印象。昨天,記者從野鴨湖濕地公園瞭解到,公園在監測系統中增加空氣質量監測一項,並在檢票處設立大屏幕,實時公佈公園中PM2.5值,提醒公�要保護濕地環境。昨天,到野鴨湖遊玩的遊客發現,在景區檢票處的左側,豎著一塊大電子顯示屏,上面除了有當天的天氣預報信息外,還有景區實時的PM2.5數值。截至14時,全市空氣質量指數是295迷你倉已達到嚴重汙染級別,而野鴨湖則是56。野鴨湖管理處相關負責人介紹,研究結果表明,單位面積濕地對空氣質量的淨化作用,是森林的8到10倍,所以濕地對於環境保護的意義非常大。作為國家級濕地公園,野鴨湖建有監測站,長期肩負著各項科研監測任務。之前,監測內容包括野生動物、植物、水生生物、水質等指標,從去年8月開始,監測站又新增了一項新的監測內容,即空氣質量監測。公園管理處負責人介紹,為了提醒人們加強保護意識,2013年初,監測站又引入PM2.5實時監控系統,並在電子屏幕上實時顯示。儲存

湖北日報訊 記者程鳳 通訊員劉婕 張鏑2011年9月,自存倉任本榮等3位非遺傳人的非遺作品進入旅遊大市場。去年8月,我省首個非遺生產性保護傳承園開園迎客,形成一個展示、表演、銷售“非遺”項目的產業鏈……近年來,武漢非遺項目市場化之路越走越暢,但搶注商標、假冒產品等現象也漸漸升溫。武漢文化名片期盼商標保護。闖市場需商標助力“武漢雖有豐富的歷史文化和旅遊文化,可是有意識申請註冊商標保護的較少,很多商標資源頻頻被其他城市佔用,”商標處稱,源於蔡甸的知音文化中的“知音”二字,已在多類別上被搶注。武漢旅遊名勝的部分商標也頻遭搶注,東湖、木蘭、磨山等字眼,在多個企業或個人申請的商標中均可見到。“有些產品打著我們的旗號在市面上出售。這有損挑花產品的市場信譽度,也不利於非遺文化的保護與傳承,”國家級非遺項目黃梅挑花代表性傳承人石久梅兒子陳曉鴻說。今年5月,他將“石久梅”三個字註冊了商標。商標處建言,非遺項目若有產品闖市場,應盡早註冊商標,防止迷你倉場侵權等現象發生。華中師範大學歷史文化學院教授姚偉鈞稱,把地域文化註冊成商標,除了經濟效益,也是一種保護、傳承和弘揚當地文化的有益途徑。商標潛力需挖掘註冊了商標並不意味著從此“高枕無憂”。據統計,自2011年起,市工商局共指導註冊歷史文化商標500余件,文化商標申報認定省、市著名商標100余件,非物質文化遺產項目申請註冊地理標誌證明商標2件。“好鋼要用在刀刃上,”商標處建言,“商標一定要用在商品上,商品要與商標所代表的文化背景吻合。這樣的商標才有生命力,才能成為城市名片。”北京大成律師事務所武漢分所律師蘇國森稱,商標需要後期的有效管理,如完善使用體系、注意宣傳引導等。據悉,因品牌化和規範化管理,地理標誌商標產品價格必然上漲,洪山菜薹就從註冊前2008年的2元一斤漲至如今的20元左右。原本無價格優勢的非遺產品如何應對?湖北省社科院楚文化研究所所長夏日新建言,漢繡等文化名片可合理利用商標,多樣化開發產品,走高中低不同等級的市場。mini storage

  大規模的地方債審計已經接近尾聲,迷你倉政府有望在11月底公開這次的“摸底”結果。據瞭解,已有部分省市完成了地方債的審計配合工作,並將結果上報至國務院。  機構預測,中國地方債可能高達24萬億元,占GDP的比例高達四成,需提示風險。然而,在審計署尚未公佈地方債官方數據前,城投債提前進入了發行高峰,地方舉債投資的熱情仍然暢旺。債務超20萬億  廣州市審計局局長張傑明近日透露,地方債審計已經結束並上報國務院。由於去年的統計口徑和今年不同,所以具體數字與此前公佈的很難比較,公佈時間則要根據審計署的統一公告情況而定。  一些機構預測的數字卻頗為驚人,根據官方公佈的地方債普查數據顯示,2010年年底,全國地方政府性債務餘額10.7萬億元。而經濟學家僅僅根據公開數據推測,地方債務已接近16萬億元。農業銀行首席經濟學家向松祚表示,按照二季度的數據,銀行給地方融資平台的貸款是9.7萬億元,地方政府的信托貸款大約是3萬億元,委托貸款加上中央政府替地方政府發行的債券共約3萬多億元,這已接近16萬億元。  此外,地方政府還有許多通過第三方機構發行隱形債務。渣打銀行大中華區研究主管王志浩就表示通過券商運作,投向地方政府債務的資產管理產品估計在1.6萬億元。再加上銀行各種渠道的授信,渣打銀行估計地方政府債務規模估算可達21.9萬~24.4萬億元,王志浩認為這一預測還是較為保守。  地方債務之所以讓人霧里看花,正是由於各種隱性債務。例如在工程施工中,地方政府會採取例如BT(建設-移交)、墊資施工等方式變相舉債融資。審計署此前的專項報告顯示:2011年至2012年兩年間,12個省會城市和1個省通過BT和墊資施工方式實施196個建設項目,形成政府性債務1060.18億元;6個省和7個省會城市通過信托貸款、融資租賃、售後回租和發行理財產品等方式融資1090.1億元。  這些融資舉措隱蔽性強,不易監測,且融資成本普遍較高。業內人士推測,在新一輪投資高潮中,例如上述四川、廣東、湖北等地宣佈的交通基建項目,按照慣例都會採取這些變相融資方式舉債。城投債提速  巨額的債務並沒有放慢地方政府的舉債腳步。盡管面臨償債高峰,但是國家發改委仍對地方政府發債持支持態度,而地方政府的投資也一直保持高溫狀態。  10月22日上午,四川省政府新聞辦、發改委召開發佈會,宣佈今明兩年四川將計劃實施4.26萬億元的重大項目投資(部分項目尚在引致當中)。其中依賴政府投入的重大基礎設施以及民生工程、社會事業設施項目,總投資就達到1.8萬億元。數據顯示,去年四川省GDP為2.1萬億元,換言之,如果四川不發債融資,根本無法滿足資金需求。  而就在此前一周國內先後發行了21只企業債,全部為城投債,累計金額達287.8億元,創下半年來單周發行新高。有債券機構投資者向《中國經營報》記者表示,進入10月中旬後,城投債發行驟然增加,“幾乎每天都有幾款城投債路演”。華泰證券研究員郭春燕表示,在G20峰會上,習近平總書記表態地方政府債務風險可控的定調,一方面預示著審計署8月開展的地方債“摸底”公佈天量結果的概率不大,另一方面也提高了市場對可控範圍債務規模的容忍度,城投債放量已然確定。  事實上,2012年企業債發行已經高潮不斷,當年累計發行了儲存倉500億元。2012年12月,發改委下發了3451號文件,從發債項目、資產注入、信用評級等方面對城投債形成一個初步約束。但這一措施未能抑制熱情高漲的城投債融資,從今年4月下旬開始,管理層再加強監管。發改委出台了《關於進一步改進企業債券發行審核工作的通知》,名義上將債券發行主體分成“加快和簡化審核類”“從嚴審核類”“適當控制規模和節奏類”三類,事實上加大了審核力度,與銀監會共同組成控制地方債“控制閥”。進入5月16日,發改委再度下發了1177號文件,要求對部分地方債發行材料進行專項核查,這預示著上述約束機制正式發揮作用,大部分企業城投債被迫延期。  8月底,就在審計署開始對地方債進行摸底調查的同時,發改委又下發了2050號文件,從項目範圍、發行主體、政府支持、融資規模等多角度對城投債的融資顯示了放鬆的意圖,其中對於棚戶區改造和保障房項目債券更是明確支持。“滾雪球”?  由於2009年下半年地方政府密集發行的3年期以及5年期債務在今年以及未來兩年陸續開始償債,地方政府面臨償債壓力。  在向松祚看來,之所以國內外對於地方債務如此關注,不在其總量,而在於地方的償債能力。“我們過去的償債能力就是兩個渠道,一是正常的財政收入,二是賣地。”其表示。但財政收入正處於漫長的低速增長期。財政部的數據顯示今年1~8月,全國財政收入8.9萬億元,同比僅增長8.1%;地方財政則更難看,8月地方財政收入4366億元,同比增長6.5%。雖然現階段土地收入依然可觀,但其可持續性一直備受質疑。  以廣州為例,2011年按照國際慣例出台了一份《廣州市政府債務管理辦法》,設置了財政債務率(政府負有償還責任債務餘額/綜合財力)須控制在100%以下,政府償債率(政府負有償還責任債務當年環比付息額/綜合財力)須控制在20%以下。  廣州2013年市政府須歸還地方債本息260.9億元,其中財政資金182.47億元、企業自籌1.92億元、借新還舊76.51億元。而到2013年年末,廣州市本級政府負有償還責任債務餘額將擴至1340.48億元。如此一來,今年廣州的債務率以及償還率就在99.52%和19.37%。可謂僅僅在標準線上方。  除了償債能力,地方債的投資效率也多有詬病。王志浩就表示,目前各類地方的平台公司保守估計有10800家,但能夠公開獲取財報的只有800~900家。而且這800多家中,多數只能保證現金流為正,其所持有的資產大多數缺乏流動性。這還是在地方政府不斷通過財政補貼的基礎上才能達到。  上海交大的黃少卿與施浩的課題小組,從2011年開始研究地方政府的基礎設施和投資效率,發現在4萬億元計劃開始時,中國中西部大多數地區的基礎設施已經相對過剩。其中青海、新疆、雲南、貴州和內蒙古等地在刺激計劃中投資的基礎設施,在未來30年內都很難收回成本,存在潛在的財政風險。  “在地方政府債務審計結果出台後,城投債之類的發行可能會在政策上有所變化,不排除未來發債的審核趨嚴。”一位地方發改委人士接受本報記者採訪時稱,發改委對地方債務的支持是有要求的,包括發債主體和用途,並不能說政策是在放鬆。  審計署的研究報告也顯示,2012年有4個省的高速公路債務的借新還舊率超過50%,3個省已經出現逾期債務17.15億元。迷你倉最平
